Final Design and Construction Phases
Following the Preliminary Engineering and Design Phase, the project will advance to the last phase - Final Design - where engineering, operating, funding and project management plans are completed. This phase typically includes utility relocation, the preparation of final construction plans, detailed specifications, construction cost estimates, any right-of-way acquisition, bid documents and the finalization of any necessary mitigation. When the Final Design phase is complete, construction begins with the selection of the lowest bidder, award of the construction contract and issuance of the Notice to Proceed. Following the award of the construction contract, the primary project activity becomes the administration and enforcement of the terms and conditions of the construction contract and the monitoring of construction progress and costs.
