New Jersey Transit Corporation (NJ TRANSIT), is an instrumentality of the State of New Jersey, having its principal place of business at One Penn Plaza East, Newark, NJ 07015.  NJ TRANSIT will procure and issue the construction contract(s) to build the Portal North Bridge Project in accordance with the laws and regulations of NJ TRANSIT and the State of New Jersey.   The Project’s Engineer-of-Record and its Construction Manager are both contracted to NJ TRANSIT and, will be providing all appropriate daily, on-site engineering and construction management support to NJ TRANSIT, respectively.

The National Railroad Passenger Corporation (Amtrak), is a corporation organized under 49 U.S.C. §24101 et seq. and the laws of the District of Columbia, having its principal place of business at 60 Massachusetts Avenue N.E., Washington, DC 20002. Amtrak will provide daily, on-site assistance to NJ TRANSIT, and the Engineer-of-Record and Construction Manager, in the inspection, testing, acceptance and final commissioning of all structural and railroad systems to ensure that effective quality control has been made part of the execution of the work to be undertaken by the Contractor.  Amtrak may elect to engage its own owner’s representative (construction manager) to assist and support NJ TRANSIT’s construction manager throughout the construction of the Project.
